What is an employer of record (EOR), and how does it work?

An EOR is a third party that enables you to hire employees in a location without needing to establish a legal entity in that location. The EOR takes on the legal responsibilities of being the employer for your workforce, including payroll, taxes, and compliance. They manage your HR processes end to end by setting up the employment contracts, paying your employees on your behalf, managing the local legal compliance paperwork, and supporting your employees locally on the ground when they need it.

With an EOR, you are able to hire workers in another country without the costly burden of setting up a legal entity in that country and satisfying its compliance and administrative obligations. The EOR takes on these responsibilities, which include registering employees in the local tax, social security, and healthcare schemes.

An EOR allows a company to hire employees in a different location without needing to establish a legal entity in that location. The EOR takes on the legal responsibilities of being the local employer, including payroll, taxes, and compliance.

A PEO, on the other hand, typically provides outsourced HR services for organizations that already have a legal entity in that location. The PEO helps manage employee benefits, payroll, and compliance but does not employ the workers directly.
